Message from the PerNEM 2013 Chairs

The program of this year's PERNEM 2013 Workshop was established from a rigorous refereeing of the submitted papers. 23 papers were submitted, most of which contained valuable technical contributions. Due to space limitations and the need to keep enough time for discussions, after refereeing and discussion by the program chairs, it was only possible to accept the nine papers which are included in the program.

In additional to the technical soundness and originality, and the quality of the writing style, the program committee also paid attention to the direct relevance and evaluation of the ideas presented in the context of Emergency Management.

We are therefore happy to welcome both the speakers and other attendees to PERNEM 2013, with the confidence that we are able to offer a high quality and relevant program.
